INVESTIGATORS SAY HE WILLINGLY LIT THE OVERFLOWING BINS ON FIRE. >> WE RECEIVED A CALL ABOUT AN EXPLOSION. >> YEAH, IT FELT LIKE SOMETHING HAD EXPLODED. KARIN: THOSE FLAMES CHARGED A DUKE POWER POLE AND CAUSED OVER $15,000 IN DAMAGE TO A 5 UNIT APARTMENT BUILDING. >> THIS PROPERTY IS VACANT, AT LEAST. KARIN: HAPPILY NO ONE CURRENTLY LIVES IN THE UNIT CLOSEST TO THE FIRE. BUT OFF-CAMPUS HOUSING IN THIS SQUARE MILE AREA IS CONDENSED. >> THERE ARE MULTIPLE UNITS IN EVERY HOUSING, EVERY STRUCTURE HERE, AND SO A FIRE COULD WIN QUICKLY. CINCINNATI POLICE HAVE CHARGED A MAN WITH MURDER IN A SEVEN-YEAR COLD CASE. POLICE FOUND 20-YEAR-OLD MARCUS LAMPSON SHOT TO DEATH IN AN ALLEY ON CEDAR AVENUE IN COLLEGE HILL ON SEPTEMBER 29, 2015.
